Energy-efficient traffic lights ineffective in cold weather

Some Wisconsin cities have installed energy-efficient traffic lights that have been problematic in cold weather. According to some city reports, the lights do not give off enough heat to melt  snow. 

Because the snow does not melt, drivers cannot see the lights emitted by the traffic signal, leading to a serious traffic hazard. Hazards such as these can often lead to serious traffic accidents that may not be either driver's fault. Instead, the city may be at fault for installing a hazardous traffic signal.
